How the City of Winder math works
Water tiers: $3.86 per 1,000 for the first 2,000 gallons, $10.29 from 2,001 to 6,999, $11.58 from 7,000. A leak sits on top of normal use, so most leaked gallons land in the top two tiers.
Sewer: $6.43 per 1,000 in zone S1, $8.52 in S5. Single-family homes are billed sewer on at most 12,000 gallons per cycle. Above that, a leak adds water charges only. That cap is why the S1 sewer column in the scenario table stops growing at $51.44 for a 4,000-gallon household.
Base charges, $21.87 to $32.41 for water and $24.80 or $42.33 for sewer, do not change with a leak and are left out.

Leak cost: City of Winder or Barrow County
City of Winder: 2026-2027 residential tiers, single-family sewer capped at 12,000 gallons per cycle. Barrow County: FY2026 residential tiers and sewer rate. Base charges left out because a leak does not change them. Winder leak credit line applies the Water Service Policy's 50% adjustment to the leak's added charges as a rough guide only. Not a bill, not a plumber's price.
City of Winder scenarios
On 4,000 gallons of normal use in zone S1, a 5,000-gallon leak adds about $86.18. A 10,000-gallon leak adds about $163.37. At 20,000 gallons, about $279.17, because water keeps climbing at $11.58 while sewer has hit the cap.
Zone S5 runs higher on sewer: about $96.63 for 5,000 gallons and $295.89 for 20,000.
If Winder approves a leak adjustment, the policy bills the entire gallons and then adjusts by 50%. The calculator shows half of the added charge as a rough guide; the City's own calculation on the full bill decides the actual credit.

How the Barrow County math works
Water tiers: $6.10 per 1,000 to 2,000 gallons, $7.75 from 2,001 to 9,000, $9.75 above 9,000. Sewer: $6.15 per 1,000 with no cap shown on the schedule.
On 4,000 gallons of normal use, a 5,000-gallon leak adds about $69.50; a 20,000-gallon leak adds about $308.00.
Barrow's leak handling runs through its voluntary Leak Adjustment Program, a small monthly charge listed on the FY2026 fee schedule. The calculator does not estimate that credit; ask the county what it covers.

Inputs
Normal use: take a bill from before the leak, ideally the same season last year. Winder's leak threshold is measured against average quarterly usage, so averaging a few bills helps.
Leak size: best from meter readings before and after. Otherwise estimate gallons per day. A constantly running toilet or a pinhole leak in a pressurised line can waste a lot over a cycle.
Sewer zone: City customers can find S1 or S5 on their bill or the City's sewer rate map; choose water only if you are on septic.

Winder customers: the leak must push usage at least 100% above average quarterly usage to qualify, and the bill must be contested within 30 days of its due date. See the leak page.
Barrow customers: see the program page and the rate page.
Everyone: find the leak. The high bill page has the meter test.

Barrow County rates used for the county option
When the calculator is set to Barrow County, it uses the county's FY2026 single-family residential tiers: $6.10 per 1,000 gallons for the first 2,000, $7.75 per 1,000 from 2,001 to 9,000 and $9.75 per 1,000 above 9,000, with sewer at $6.15 per 1,000 on every gallon. Base charges are left out because they do not change with a leak.
Because the county sheet has no published sewer cap like the City's single-family 12,000-gallon limit, the county option adds sewer for every leaked gallon. If your account is not on sewer, ignore the sewer column.

Reading a Winder-area bill line by line
Start at the top of the bill and find the name of the utility. City of Winder bills follow the City's Form 520 rate sheet; Barrow County Utilities bills follow the county's FY2026 schedule. Everything else on this site depends on getting that first step right, because the two utilities use different tiers, different base charges and different leak rules.
Next, find the reading dates and the gallons used. Divide the gallons by the number of days in the cycle to get a daily figure, and compare it with the same cycle a year earlier. A household that normally uses a little over a hundred gallons a day and suddenly shows several hundred has either changed its habits or has water going somewhere it should not.
Then look at the charges. The base water and base sewer lines do not move with use. The volume lines do. If the volume lines jumped and the base lines did not, the change is in gallons, not in rates, and the meter test on the high bill page is the next step.
Finally, note the due date. On a City of Winder account, the 30-day window to contest a bill runs from that date, and a missed window cannot be reopened by the policy's own terms.
Limits of any calculator
The calculator prices extra gallons at the published marginal rates. It cannot know your exact zone, any credits already on the account, or how the utility will treat a particular leak. Treat its answer as an estimate of size, not a bill.
If the estimate is small, the practical step is simply to fix the leak. If it is large, the leak policy pages explain what the City's rule requires and what to ask the county, and the records section on this page lists what to keep.

Why does the Winder sewer cost stop rising?
Single-family homes are billed sewer on no more than 12,000 gallons per cycle.
Does the calculator include base charges?
No. They do not change with a leak.
Is the 50% line my actual credit?
No. It is a rough guide. The City bills the entire gallons and adjusts by 50% on its own calculation.
