1. Stop the water
Close the main shut-off valve where the water line enters the house. Common spots: crawlspace near the front wall, garage, utility room, beside the water heater. Gate valve: clockwise until it stops. Ball valve: quarter turn so the handle crosses the pipe.
No valve, or it will not move: the meter can be closed, but it belongs to the utility. City of Winder customers can reach City Hall at (770) 867-3106; the City's rate sheet lists temporary disconnection due to repair at no charge. Barrow County customers should call the county utility; its FY2026 schedule lists an after-hours meter turn-on fee of $75.00.
Do not open the utility's meter box lid with tools that might damage the meter or its radio device. Winder lists meter damage at $135 and Smart Point device damage at $185.

2. Make it safe
Water near outlets, the panel or appliances: switch those circuits off at the breaker, from a dry spot only. If you cannot reach the panel safely, get out and call for help.
Gas appliance in water: close its gas valve and do not relight it. Smell gas: leave and call the gas company from outside.
Sewage backup: keep people and pets away, and stop using water anywhere in the house.
3. Record it
Photograph the leak, the failed part, the water and the damage before cleanup. Photograph the meter dial with the date showing. Write down the time you found it and the time you shut it off.
This is evidence. For leaks over 20,000 gallons, Winder's Water Service Policy reserves the right to request documentation of the leak, its nature and proof of repair, and says failure to provide it may result in the adjustment being denied.
Insurers want the same records.

4. Call a plumber
Say: what is leaking, whether the water is off, City or county water, sewer or septic, and anything already tried. Ask about trip or after-hours charges and whether you will get a written price first.
Ask for an invoice that states where the leak was and what was repaired. That is the document a utility will want.
If the repair changes the plumbing, ask about the permit. Winder lists trade permits at $225.00; Barrow County's plumbing base fee is $75.00 plus items.
| Permit | Fee | What it includes | Source |
|---|---|---|---|
| All trade permits (HVAC, electrical, plumbing) | $225.00 | Permit, inspections (up to 2) and CC | City of Winder Fee Schedule |

| Building permit, modifications | $8 per $1000 of construction value at 80% (ICC table) | Plan reviews, inspections, CO | City of Winder Fee Schedule |

| Swimming pool | $100.00 | Permit, inspection, CC; no trades | City of Winder Fee Schedule |
| Reviews, 4 or more, each | $300.00 | Initial permit fee covers 3 reviews | City of Winder Fee Schedule |
5. After the repair
Read the meter with everything off. If it still moves, there is another leak.
City of Winder customers: if the bill comes in high, contest it within 30 days of the billing due date. Only one billing period is adjusted; if the leak spans two, the higher bill can be. The credit is 50% of the billed gallons, once every twelve months. See the leak page.
Barrow County customers: check whether you joined the county's voluntary Leak Adjustment Program and ask what it covers. See the program page.
Drains and sewage
A backup at the lowest drain, several fixtures at once, or gurgling toilets usually means the main line. Stop using water and call a plumber.
City of Winder single-family sewer is billed on no more than 12,000 gallons a cycle, but a running toilet still adds water charges. Check the toilet after any backup is cleared.
More on the drain page.
Reading a Winder-area bill line by line
Start at the top of the bill and find the name of the utility. City of Winder bills follow the City's Form 520 rate sheet; Barrow County Utilities bills follow the county's FY2026 schedule. Everything else on this site depends on getting that first step right, because the two utilities use different tiers, different base charges and different leak rules.
Next, find the reading dates and the gallons used. Divide the gallons by the number of days in the cycle to get a daily figure, and compare it with the same cycle a year earlier. A household that normally uses a little over a hundred gallons a day and suddenly shows several hundred has either changed its habits or has water going somewhere it should not.
Then look at the charges. The base water and base sewer lines do not move with use. The volume lines do. If the volume lines jumped and the base lines did not, the change is in gallons, not in rates, and the meter test on the high bill page is the next step.
Finally, note the due date. On a City of Winder account, the 30-day window to contest a bill runs from that date, and a missed window cannot be reopened by the policy's own terms.
Keeping records that make every later step easier
Most of the trouble homeowners describe after a plumbing problem is not the repair itself but the paperwork around it: a leak credit request without an invoice, a permit nobody can find at resale, a disputed meter reading with no photo. A simple folder fixes most of it.
Keep the bill that showed the problem and the one before it. Take a dated photo of the meter dial when you first notice something odd and again after the repair. Ask the plumber for an invoice that names the address, the date, where the problem was and exactly what was replaced. If a permit was pulled, keep the permit number and the final inspection result.
Write down every call to the utility or the permit office: the date, the person's name and what they said. Policies change, and staff answers are easier to rely on when you can quote them back.
None of this costs money, and every piece of it helps if you later need a credit, sell the house or have to show an insurer when a problem started.
Small emergencies that can wait until morning
Not every plumbing problem at night is an emergency. A slow drip under a sink can be caught in a bowl and the supply valve under the sink closed. A toilet that keeps running can be stopped by closing the valve behind it. A single clogged drain can simply be left unused until morning. In each case the rest of the house still has water.
What cannot wait is water you cannot stop at a fixture valve, water near electrical outlets or panels, sewage coming up through a floor drain or tub, or a gas smell near a water heater. For those, close the main shut-off, stay away from wet electrical equipment and call for help.
Knowing which is which before it happens is worth a few minutes now: walk the house, find each fixture valve and the main shut-off, and make sure they turn. A valve that has not moved in years may be stiff or may leak when moved, and it is far better to learn that on a quiet afternoon than at two in the morning.
