How the fee is built
Barrow County's Planning and Community Development fee schedule says that on all buildings, structures and electrical, plumbing, mechanical and gas systems or alterations requiring a permit, a fee is paid at the time of filing the application.
Every plumbing permit starts with a $75.00 base fee. Added to that: $2.50 for each plumbing fixture, floor drain or trap (including water and drainage piping); $2.50 for each water heater and/or vent; $5.00 for installation, alteration or repair of water piping; $5.00 for repair or alteration of drainage or vent piping; $10.00 for each septic tank and seepage pit or drain field.
The same figures appear in both the FY 2025 and FY 2026 columns.

Worked examples
Water heater replacement: $75.00 base plus $2.50 for the water heater comes to $77.50 for the plumbing permit, before any gas inspection.
Repiping water lines with two fixture connections changed: $75.00 plus $5.00 for water piping plus two fixtures at $2.50, for $85.00.
These are our sums of the published line items; the permit office's own calculation is the one you pay.

Gas, backflow and re-inspections
Gas work has a separate permit with its own $75.00 base fee. The schedule sets inspection of vented wall furnaces and water heaters at $5.00 for one unit and $1.00 for each additional unit, so a gas water heater may involve both permits.
Vacuum breakers or backflow devices installed after the piping cost $2.50 for one to five, then $1.50 each over five.
Re-inspections have a base fee of $75.00; the schedule also describes a civil penalty of $75.00 per offense per re-inspection for violations. A certificate of occupancy is $125.00.

The doubled-fee rule
The plumbing section states that if any person commences work before obtaining the necessary permit and inspection, fees are doubled. The same rule appears for electrical, mechanical and gas permits.
So the $77.50 water heater permit becomes $155.00 if the work started first. Ask your plumber to confirm the permit before work begins, especially on emergency jobs.
Keep the permit and final inspection record. It helps on resale and with any leak adjustment request.
County or city?
These fees apply to work the county permits. Inside the City of Winder, the City's own Planning and Development Services schedule applies, with all trade permits at $225.00 including up to two inspections. See Winder permits.
Other towns in Barrow County may have their own offices. Ask the county permit desk if you are unsure which applies to your address.
The utility you pay for water does not decide the permit office; the property's jurisdiction does.

Reading a Winder-area bill line by line
Start at the top of the bill and find the name of the utility. City of Winder bills follow the City's Form 520 rate sheet; Barrow County Utilities bills follow the county's FY2026 schedule. Everything else on this site depends on getting that first step right, because the two utilities use different tiers, different base charges and different leak rules.
Next, find the reading dates and the gallons used. Divide the gallons by the number of days in the cycle to get a daily figure, and compare it with the same cycle a year earlier. A household that normally uses a little over a hundred gallons a day and suddenly shows several hundred has either changed its habits or has water going somewhere it should not.
Then look at the charges. The base water and base sewer lines do not move with use. The volume lines do. If the volume lines jumped and the base lines did not, the change is in gallons, not in rates, and the meter test on the high bill page is the next step.
Finally, note the due date. On a City of Winder account, the 30-day window to contest a bill runs from that date, and a missed window cannot be reopened by the policy's own terms.
Keeping records that make every later step easier
Most of the trouble homeowners describe after a plumbing problem is not the repair itself but the paperwork around it: a leak credit request without an invoice, a permit nobody can find at resale, a disputed meter reading with no photo. A simple folder fixes most of it.
Keep the bill that showed the problem and the one before it. Take a dated photo of the meter dial when you first notice something odd and again after the repair. Ask the plumber for an invoice that names the address, the date, where the problem was and exactly what was replaced. If a permit was pulled, keep the permit number and the final inspection result.
Write down every call to the utility or the permit office: the date, the person's name and what they said. Policies change, and staff answers are easier to rely on when you can quote them back.
None of this costs money, and every piece of it helps if you later need a credit, sell the house or have to show an insurer when a problem started.
Why permits are worth the fee
A permit brings an inspector to check work against Georgia's adopted codes. On plumbing, that means relief valves, venting, slopes, connections and materials. Most homeowners cannot judge those themselves, and the inspection is the only independent check they get.
Permits also leave a record. When a house is sold, buyers and their inspectors ask about recent work, and a closed permit answers the question quickly.
