HIGH BILL

High Water Bill in Winder, GA: Run These Checks First

Gallons first, then the meter, then the paperwork. Most high bills explain themselves by step three.

  • Winder water, 7,000+ gal$11.58 / 1,000src
  • Barrow meter re-read, customer requested$50.00src
  • Barrow meter test, customer requested$75.00src
  • Winder contest deadline30 days from due datesrc

Public rates and fees only. Not plumber prices.

Check 1: gallons, not dollars

Find the gallons on this bill and on the same cycle last year. Dollars move with rate changes; gallons move with use. A jump of a few hundred gallons is normal variation. A doubling is not.

On a City of Winder bill, a doubling matters for another reason: usage at least 100% above your average quarterly usage is the threshold for a leak adjustment.

On City tiers, gallons above 7,000 cost $11.58 per 1,000; on Barrow County tiers, above 9,000 they cost $9.75.

Check 2: what changed at home

Guests, a new lawn, a pressure washer, filling a pool, an irrigation timer reset after a power cut, a softener stuck regenerating. Any of these can double a month.

If the explanation is a one-off, there is no leak to fix. If nothing changed, go to the meter.

Pool fills in Winder need a pool permit if the pool is new; the City's fee schedule lists swimming pool permits at $100.00.

Check 3: the meter test

Turn off every fixture and water-using appliance. Look at the meter's leak indicator. Moving means water is flowing somewhere.

Close the house main shut-off. Indicator stops: leak inside. Keeps moving: leak in the service line between meter and house.

Inside, check toilets first: food colouring in the tank, wait fifteen minutes, look in the bowl. Then sinks, the water heater relief valve line, outdoor spigots and irrigation.

Check 4: misreads and meter tests

Winder's policy says the Water Department first checks the meter was read properly, and if it was misread or equipment failed, issues a new bill from an estimated reading based on the last twelve months.

Barrow County lists a customer-requested meter re-read at $50.00 and a meter test at $75.00 on its FY2026 schedule.

Ask for a re-read or test only after the leak check comes back clean.

Check 5: file on time

City of Winder: contest within 30 days of the due date; one billing period adjusted (the higher, if the leak spans two); 50% of billed gallons; once per 12 months; proof may be requested over 20,000 gallons. See the leak page.

Barrow County: ask whether your account is enrolled in the voluntary Leak Adjustment Program. See the program page.

Keep paying what you do not dispute. Winder lists a $50 delinquent charge; Barrow County lists a late fee of $2.00 or 10%, whichever is greater.

Check 6: the plumber

If the meter shows a leak you cannot find, a plumber with leak-locating equipment is next. Tell them the gallon jump and your meter test result.

Ask for an invoice stating where the leak was and what was fixed.

Barrow County tiers for comparison

If your bill comes from Barrow County Utilities, the tiers are $6.10, $7.75 and $9.75 per 1,000 gallons, with breaks at 2,000 and 9,000 gallons, and sewer at $6.15 per 1,000. A leak that pushes usage past 9,000 gallons is billed at the top rate for the gallons above that line.

Because the county does not publish a sewer cap on its sheet, a large leak adds sewer charges on every gallon. That is one reason the same leak can look different on a county bill than on a City bill.

Keeping records that make every later step easier

Most of the trouble homeowners describe after a plumbing problem is not the repair itself but the paperwork around it: a leak credit request without an invoice, a permit nobody can find at resale, a disputed meter reading with no photo. A simple folder fixes most of it.

Keep the bill that showed the problem and the one before it. Take a dated photo of the meter dial when you first notice something odd and again after the repair. Ask the plumber for an invoice that names the address, the date, where the problem was and exactly what was replaced. If a permit was pulled, keep the permit number and the final inspection result.

Write down every call to the utility or the permit office: the date, the person's name and what they said. Policies change, and staff answers are easier to rely on when you can quote them back.

None of this costs money, and every piece of it helps if you later need a credit, sell the house or have to show an insurer when a problem started.

Seasonal patterns that are not leaks

Summer irrigation is the most common cause of a high bill without a leak. A timer that runs every morning across a lawn and beds can use thousands of gallons a month. Filling or topping off a pool, washing cars and pressure washing add more.

Winter brings a different pattern: dripping faucets left on to protect pipes in a cold snap, and leaks that appear after a freeze when a pipe in a crawlspace or exterior wall has split. If a bill jumped right after a hard freeze, check the crawlspace and outside walls first.
