The trade permit

The City of Winder's Fiscal Year 2027 Planning and Development Services fee schedule lists All Trade Permits (HVAC, Electrical, Plumbing) at $225.00. The description says it includes the permit, inspections (up to 2) and the CC.

Unlike Barrow County's per-item schedule, the City's fee is flat. A water heater swap and a bathroom repipe carry the same trade permit fee.

If the work fails or is not ready at inspection, the building reinspection fee of $75.00 applies to each additional visit. It does not cover the initial inspections.

When plumbing is part of a bigger project

For remodels and additions, the building permit for modifications is $8 per $1000 of construction value at 80% on the ICC table, including plan reviews, inspections and the CO. Residential plan review has an initial fee of $1000.00, applied to the total permit cost.

The schedule notes that the initial permit fee covers three reviews, with each additional review at $300.00. Swimming pools are $100.00, which does not include trades.

Plumbing on those projects is usually still a separate trade permit. Ask the City how it wants the applications grouped.

Codes that apply

Georgia's Department of Community Affairs adopts statewide minimum codes. As listed on a Georgia city's construction codes page, those include the 2024 International Plumbing Code and 2024 International Residential Code, each with Georgia amendments.

Inspectors check work against those codes. A plumber working in Winder should know which edition applies.

See the license guide for checking who is doing the work.

Water and meter work

Permits come from Planning and Development; utility work comes from the City's utility. If the job needs water off at the meter, the City's rate sheet lists temporary disconnection due to repair at no charge during normal business hours.

New services and meter moves have separate fees: see connections and relocation.

Damage to the meter is $135, and to the Smart Point radio $185.

Inside or outside the city

Winder's fee schedule applies inside city limits. Outside them, Barrow County's per-item schedule applies, starting at a $75.00 base fee. See county permits.

Your tax bill or the City's planning office can confirm jurisdiction. A Winder mailing address does not always mean city limits.

City Hall's number is (770) 867-3106.

Before work starts

Ask the plumber who pulls the permit and whether the $225.00 is included in the quote. Ask when inspections will be booked and who meets the inspector.

Keep the permit card and final sign-off with the invoice.

Reading a Winder-area bill line by line

Start at the top of the bill and find the name of the utility. City of Winder bills follow the City's Form 520 rate sheet; Barrow County Utilities bills follow the county's FY2026 schedule. Everything else on this site depends on getting that first step right, because the two utilities use different tiers, different base charges and different leak rules.

Next, find the reading dates and the gallons used. Divide the gallons by the number of days in the cycle to get a daily figure, and compare it with the same cycle a year earlier. A household that normally uses a little over a hundred gallons a day and suddenly shows several hundred has either changed its habits or has water going somewhere it should not.

Then look at the charges. The base water and base sewer lines do not move with use. The volume lines do. If the volume lines jumped and the base lines did not, the change is in gallons, not in rates, and the meter test on the high bill page is the next step.

Finally, note the due date. On a City of Winder account, the 30-day window to contest a bill runs from that date, and a missed window cannot be reopened by the policy's own terms.

Keeping records that make every later step easier

Most of the trouble homeowners describe after a plumbing problem is not the repair itself but the paperwork around it: a leak credit request without an invoice, a permit nobody can find at resale, a disputed meter reading with no photo. A simple folder fixes most of it.

Keep the bill that showed the problem and the one before it. Take a dated photo of the meter dial when you first notice something odd and again after the repair. Ask the plumber for an invoice that names the address, the date, where the problem was and exactly what was replaced. If a permit was pulled, keep the permit number and the final inspection result.

Write down every call to the utility or the permit office: the date, the person's name and what they said. Policies change, and staff answers are easier to rely on when you can quote them back.

None of this costs money, and every piece of it helps if you later need a credit, sell the house or have to show an insurer when a problem started.

Why permits are worth the fee

An inspection is the one independent check a homeowner gets on work hidden inside walls and under floors. On plumbing that means relief valves, venting, drain slope, supports and connections, all things that are hard to judge once the drywall is back.

The record matters later too. Buyers and their inspectors ask about recent work, and a closed permit answers that faster than any receipt.
